Poway Parks and Trails Update - May 01, 2020

The County of San Diego’s public health order is still in effect, however new updates have relaxed restrictions on local parks. As of May 1, parks are now permitted to be open for active recreational use with some restrictions. Please follow these protocols while using City of Poway parks:

  • Do not enter city parks if you have a cough or fever.
  • Maintain social distancing at all times. Keep 6 feet from anyone not in your household. 
  • A face covering is needed if you are within 6 feet of anyone not in your household.
  • Use of active sports areas are limited to members of a single household. No organized sports. Active sports areas include basketball, tennis and bocce courts and fields.

Playground structures remain closed; however parking lots will be opened at half-capacity (per the updated County order). In coordination with our sheriff deputies, city staff will monitor our parks to help ensure our guests are responsibly using our facilities.

The Iron Mountain Wilderness Area and the Blue Sky Ecological Reserve will open for hiking beginning Saturday, May 2. Parking lots will be opened at half-capacity (per the updated County order).

Council Moves Forward on Small Business Loan Program, Commercial Eviction Moratorium

This week the Poway City Council passed a moratorium on commercial evictions to help those affected by the coronavirus. Councilmembers voted to suspend commercial evictions until May 31. The urgency ordinance went into effect immediately.

The council also directed staff to develop a loan program for small businesses affected by the pandemic. The council-initiated item was brought forward by Mayor Steve Vaus to provide a financial bridge for businesses to survive the current crisis. Named the Poway Emergency Assistance Recovery Loan (PEARL), Council asked staff to present details at the next council meeting April 21.

The council agreed on loan program framework, including:

  • The city would set aside up to $2 million in loans for small businesses in Poway;
  • The maximum amount would be $50,000;
  • Small businesses are defined as having a maximum of 50 employees.

Council discussed additional eligibility criteria, financial information applicants will be required to provide, and interest rates depending upon the amount of the loan and the repayment period.

SDGE – COVID-19 Support Available When You Need It (UPDATED 4/2/20)

We want to remind you of SDG&E’s direct assistance programs that can help people experiencing financial hardships due to COVID-19.  Many may qualify for SDG&E assistance programs and bill discount programs.  Those programs are available at https://www.sdge.com/residential/pay-bill/get-payment-bill-assistance/assistance-programs and include the following:

  • California Alternate Rates for Energy (CARE): Provides a 30% or more discount on monthly bills for customers with qualifying current household income or customers who are participating in certain public assistance programs.
  • Family Electric Rate Assistance (FERA): If a customer doesn’t qualify for CARE, they may qualify for FERA, which provides income-qualified households of three or more with a reduced electric rate (12%) on their monthly bill.
  • Medical Baseline Allowance: Customers who have a qualifying medical need or necessarily use a medical device (i.e. for a compromised immune system, life-threatening illness, or any condition where additional heating and air conditioning or a qualifying device is medically necessary to sustain a person’s life) are eligible for a significant discount on their energy bill.  Household income is not a factor for qualifying, but a doctor’s certification on the application is required.

If you are aware of people that have been economically affected by COVID-19 who might benefit from these programs, please forward this message to them and welcome them to apply for assistance.

These programs are in addition to measures that we have taken to help our non-profit partners meet the challenges of COVID-19.  We have accelerated some of our philanthropic giving initiatives to provide resources as soon as possible to our non-profit partners, many of whom have shifted their programming to provide basic needs in their communities.  SDG&E has also dedicated resources to support food, income, utility, and rental assistance to impacted workers through the COVID-19 Community Response Fund at The San Diego Foundation (for non-profits), the San Diego Worker Assistance Initiative at the United Way (for impacted workers), and the SDG&E Neighbor-to-Neighbor Fund at the United Way (utility bill assistance accessible by calling 2-1-1).

New! California Eviction Moratorium

California issued a statewide moratorium on residential evictions for renters who cannot pay their rent because of COVID-19 related economic hardships. The moratorium went into effect on March 27 and is valid through May 31, 2020.

If COVID-19 has impacted your ability to pay all or part of your rent, you should:

  • Explain your financial situation to your landlord and relay how much you are able to pay
  • Save all financial documents
  • Pay as much of your rent as you can

If your landlord is attempting to evict you for not paying rent and you took all of the above steps, contact a local legal aid provider.

El gobernador Gavin Newsom emitió una orden ejecutiva para el estado de California que prohíbe la ejecución de las órdenes de desalojo de inquilinos que no puedan pagar sur renta por ser afectados por COVID-19. La moratoria tomo efecto el 27 de marzo de 2020 y permanecera  hasta el 31 de mayo de 2020. La orden prohíbe a los propietarios de desalojar a los inquilinos por falta de pago y prohíbe la ejecución de desalojos por la policía o los tribunales.

Si COVID-19 a afectado su abilidad de poder pagar toda o parte de sur renta, usted deberia:

  • Explicar su situacion financial a su propietario y communicar cuanto es lo que puede pagar. Los inquilinos deben declarar por escrito, no mas de siete dias despues de que el alquiler se vence, que el inquilino no puede pagar la totalidad o parte de su renta, debido a COVID-19;
  • Guardar todos sus documentos financiales; y
  • Pagar lo mas que pueda de su renta.

Si su propietario esta tratando de desalojarlo por no pagar su renta y usted ya tomo todos los pasos explicados arriba, pongase en contacto con su representante local de ayuda legal.

The California State Public Health Officer and Director of the California Department of Public Health is ordering all individuals living in the State of California to stay home or at their place of residence except as needed to follow the federal critical infrastructure sectors. It is a mandatory legal Order issued pursuant to the legal authority of the Governor and the State Public Health Officer.

This goes into effect on Thursday, March 19, 2020. The order is in place until further notice. All persons, businesses, and other entities are required to comply with the Order.
